Why a 2% Reduction in Medicare Payments?

There are a few reasons your Home Health Agency (HHA) might be subject to 2% Reduction in Medicare payments for calendar year 2012.

  1. Your Home Health Agency’s OASIS were not transmitted within 30 days of the Completed date (M0090) looking at a time period of July 1, 2010 to June 30, 2011
  2. Your Home Health Agency qualified for CAHPS but did not participate in an HH-CAHPS dry run in third quarter 2010 and then continue monthly data submission to an approved CAHPS vendor.

CAHPS Survey: A Brief Overview

The Agency for Healthcare Research and Quality (AHRQ), a branch of the US Department of Health and Human Services (HHS), funds and administers a program named Consumer Assessment of Healthcare Providers and Systems (CAHPS). The main goal of CAHPS is to develop standardized family of surveys that ask consumers and patients to report on and evaluate their experiences with health care. The CAHPS surveys are designed to help both health care organizations and consumers assess quality of care and performance, and to help providers improve their quality of care. The survey pertaining specifically to home health is the CAHPS Home Health Care Survey (HH-CAPS). This survey consists of 32 to 34 questions that ask the consumer to evaluate their experiences with home health agencies. To find out more, read our CAHPS requirements document.
